The Central Finance and Contracting Agency (CFCA), which provides the functions of the Public Private Partnership (PPP) Competence Centre in Latvia, today, on October 24th 2023, hosts representatives of the Ministry of Finance of Montenegro to present the established PPP system in Latvia, experience and good practice in various PPP cooperation issues.
The visit of Montenegro representatives will continue for four days, i.e. until October 27th 2023. During the CFCA training, participants are provided with knowledge on the CFCA scope in PPP project development, PPP policy and legal framework, PPP responsible institutions and organisations, main problems, risks and challenges in PPP project implementation, as well as other topics. The event will also include a visit to Latvia's first PPP project - the Ķekava bypass. During the four-day visit, the Montenegro delegation will share their experience with representatives from both the public and private sectors, including the Ministry of Finance, the Procurement Monitoring Bureau, State Enterprise "Latvijas Valsts ceļi", Riga City Council, the Ministry of the Interior, as well as Deloitte Latvia.
Montenegro representatives visit is a positive confirmation of Latvia's successful experience in developing and implementing PPP policies. This visit in Latvia also confirms the interest of the European Union (EU) candidate and potential candidate countries as a positive example of successful integration into the EU and effective investment of EU funds, as in 2023 alone the CFCA has received visits from Montenegro, Northern Macedonia, Kosovo, Moldova, as well as participated in experience exchange programmes in Albania and Northern Macedonia. In the future, the CFCA intends to actively support potential EU candidate countries by sharing Latvia's experience in developing an efficient EU funds management system and PPP implementation model.
