2015

CFLA certifies the Cohesion policy management information system pursuant to requirements of the ISO 27001:2013 - Information security management standard.

2014

CFLA becomes the only cooperation institution in the EU funds Cohesion policy management information system for 2014 – 2020 programming period.

2014

European Commission closes the last open stage of PHARE and Transition Facilities, wherewith the CFLA function for assessment of sustainability of the project results and implementation of PHARE and Transition Facilities is completed.

CFLA draws up a medium-term operation strategy (2014 - 2016)

2013

Implementation of all projects of the EEA and Norwegian Government Bilateral Financial Mechanism has been completed, and control of execution of the specific or general provisions after completion of the projects has been commenced.  

2013

Period for supervision of maintenance of results of the last European Regional Development Fund (ERDF) (2004-2006) projects administrated by the CFLA has finished, thus completing supervision of sustainability of all ERDF (2004-2006) projects administrated by the CFLA.

CFLA becomes an institution subordinated to the Ministry of Finance

2009

The Cabinet of Ministers delegates the CFLA as the supervisory institution within framework of the public and private partnership projects.

2009

CFLA has completed implementation of projects of the Transition Facility and payments to the funding receivers, acquiring the available funding in amount of 95.4%.

2009

CFLA has completed implementation of projects of the European Regional Development Fund 2004 – 2006 programming period, acquiring 106.99% of the ERDF funding available for Latvia.

2008

CFLA becomes a separate executor of functions for implementation of the Swiss – Latvian cooperation programme delegated by the Ministry of Finance.

2008

CFLA becomes the certifying institution for the Solidarity and Migration Flow Management Framework Programme.

2007

CFLA becomes the executor of cooperation functions delegated by the ministries of the respective areas (Ministry of Finance, Ministry of Culture, Ministry of Welfare, Ministry of Environment and Ministry of Regional and Local Government (on 1 January 2011 Ministry of Environment and Ministry of Regional and Local Government were merged to establish the Ministry of Environmental Protection and Regional Development) for the 2007 – 2013 EU structural fund and Cohesion period.

2005

CFLA becomes a separate executor of functions for implementation of programmes cofounded by the EEA and Norwegian Government Bilateral Financial Mechanism delegated by the Ministry of Finance.

2004

CFLA becomes the intermediate authority for the 2nd level of the European Regional Development Fund 2004 – 2006 programming period.

2004

CFLA becomes the implementing institution for the financial instruments of the Schengen Agreement.

30.07.2004

The European Commission appoints CFLA as a lawful implementation agency for the PHARE/Transition Facilities, allowing CFLA working without the European Commission’s ex-ante control.

01.01.2004

CFKV is reorganised into a state agency – Central Finance and Contracting Agency.

2001-2004

CFKV becomes the supervisor of ISPA project implementation – it carries out ex-ante control (review of procurement documents, payments and expenditure declarations) of two ISPA implementation agencies (Ministry of Transport and Environment).

2000

CFKV becomes the agency for implementation of Phare Economic and Social Cohesion programme. In addition to procurement projects it also administers the grant schemes, which is an important step for preparation of structural fund project implementation.

1997

In accordance with the Memorandum of Understanding signed on 21 October 1997 between the European Commission and government of the Republic of Latvia about commencement of decentralised implementation system for programmes funded by the European Commission in Latvia, the Central Finance and Contract Unit (CFKV) was formed. CFKV commenced operation by administrating three Phare programmes with the total funding in amount of 28 million euro; it had five employees.
