Framework Programme on Solidarity and Management of Migration Flows


The Framework Programme on Solidarity and Management of Migration Flows 2007-2013 is established to improve the management of migration flows in the European Union and to strengthen solidarity in-between the European Union member states. There are four funds in the programme:

  • External Borders Fund;
  • Integration Fund;
  • Return Fund;
  • European Refugee fund.

The aims of the External Borders Fund are:

  • Effective organization of the external borders control, including audits and control;
  • Effective realization of management of migration flows, organized by member states, to provide high-level safety on external borders and quick borders crossing according to Schengen acquis;
  • Ensure that border-guards perform equivalent adaption of Community legislation regarding to external border crossing;
  • Improve the management of consular and other services organized activities in third countries regarding flow of third countries nationals to the territory of member state, as well as improving the cooperation of member states in this matter.

The aim of European Refugee Fund is to sustain the member states and promote their efforts in receiving the refugee and displaced persons, and solving the problems, made by such receiving.

The aim of Return Fund is to support the efforts of member states to improve the management of return in all its dimensions through the use of concept of integrated return management, with a preference to voluntary return and with a view to supporting a fair and effective implementation of common standards return.

The aim of Integration Fund is to support the efforts of member states to enable third country national to fulfil the conditions of residence and to facilitate their integration into European societies, in accordance with common basic principles for immigrant integration policy in the European Union.

The Central Contracting and Finance Agency will fulfil the functions of Certifying Authority. The main functions are:

  • certify declarations of payments;
  • receive information from Responsible Authority about performed audits on payments, that are drawn in the declarations;
  • list the results of audits made by an Audit Authority;
  • list certified payments;
  • ensure pay-backs of irrelevant payments.
